Outlook Australia is proud to announce its appointment by Townsville City Council to operate a new circular economy hub at the Hervey Range Resource Recovery Centre. This project represents a major milestone in the Council’s goal of achieving zero waste to landfill by 2030 and reflects Outlook’s longstanding commitment to sustainability, inclusion and innovation in the resource recovery sector.
Transforming Waste into Opportunity
Townsville’s Hervey Range site has long been recognised for its potential to support stronger circular economy outcomes. With less than 1% of domestic waste previously diverted from landfill, the site will now undergo a transformation under Outlook’s leadership, drawing on over 28 years of experience managing waste transfer stations and recycle shops across Australia. The new Circular Economy Hub will significantly improve local waste diversion rates, reduce environmental impact and provide meaningful employment opportunities for the local community.
Local Employment and Economic Benefits
The hub will create local jobs and generate flow-on economic benefits for local suppliers and businesses. As a registered social enterprise, Outlook prioritises inclusive employment opportunities, particularly for people with disability and those experiencing disadvantage.
The project is expected to divert over 500 tonnes of waste from landfill each year and contribute an estimated $15,000–$20,000 per month in retail sales, supporting both environmental and economic outcomes for the region.

We are pleased to bring our established operational expertise and community-focused approach to this exciting new chapter in Townsville’s waste management journey.
Our social enterprise team is now in the planning phase, working closely with Townsville City Council and local stakeholders to prepare the site for operations. Mobilisation is scheduled to commence on 11 December 2025, with a strong focus on site readiness, recruitment, and community engagement from day one. This mobilisation phase is being guided by our proven national methodology, ensuring a smooth and collaborative transition into service delivery.
